Xiaoming has over 14 years of experience in Hong Kong, with nearly a decade of deep expertise specializing in debt capital markets transactions across Asia. He has advised on a vast range of debt capital markets issuances, including standalone bond offerings, establishment and drawdown of Medium-Term Note (MTN) programmes, perpetual securities, convertible bonds, Free Trade Zone (FTZ) bonds and Yulan bonds, playing a key and leading role in the structuring and execution of numerous large-scale and innovative landmark transactions. He represents a diverse and prestigious client base, including central state-owned enterprises (SOEs), financial institutions, joint-stock commercial banks, leading property developers, local government-owned enterprises and prominent private enterprises. In addition, Xiaoming has extensive experience in liability management, regularly advising clients on consent solicitations, tender offers, and exchange offers.

Prior to joining Eric Chow & Co. in Association with Commerce & Finance Law Offices, Xiaoming was a managing associate at Linklaters.

PBOC Bills: Advised the People's Bank of China (PBOC) on its public bidding and issuance of bills through the Central Moneymarkets Unit (CMU) bidding platform in Hong Kong.

First non-government issuer HKD Retail Bonds: Advised the Airport Authority Hong Kong on its HK$5 billion retail bond offering in Hong Kong (the first-ever HKD retail listed bonds issued by a non-government issuer).

First Partial Redemption of CMU Dim Sum Bonds: Advised XMXYG Group on its partial redemption of RMB Dim Sum bonds (the first-ever partial redemption of Dim Sum bonds through the CMU).

Digitally Native Bonds:
- Assisted Guotai Junan International on its issuance of USD digitally native bonds (the first-ever digitally native bonds issued by a Chinese securities firm);
- Advised Bank of Communications Hong Kong Branch on its issuance of USD digitally native bonds (the first-ever floating-rate digitally native bonds issued by a Chinese bank);
- Assisted Zhuhai Huafa Group on its issuance of offshore RMB digitally native bonds (the first-ever digitally native bonds issued by a Chinese SOE).

First Singapore REIT FTZ Bonds: Advised CapitaLand China Trust on its FTZ bond offering in the Shanghai Free Trade Zone (the first-ever FTZ bond issued by a Singaporean issuer and a Singapore Real Estate Investment Trust).

Capital Securities: Advised Nanyang Commercial Bank on its issuance of Tier 2 capital securities.

Advised a multitude of clients on the establishment and drawdowns of MTN programmes under various structures. Clients served include central SOEs and large-scale state-owned enterprises (such as State Grid, CGN, and Shandong Hi-Speed Group), asset management and financial leasing corporations (such as China Cinda, Cinda HK, China Great Wall, Great Wall International, CCB Financial Leasing, and Ping An Insurance Overseas), joint-stock commercial banks (such as China Everbright Bank, China Minsheng Bank Hong Kong Branch, Shanghai Pudong Development Bank (including its Hong Kong, Singapore, and London branches), China Merchants Bank, and China Bohai Bank), securities firms (such as Guotai Haitong Securities, Guotai Junan International, Haitong Securities, Haitong International, CCB International, CSC Financial, Zhongtai Securities, CITIC Securities International, and CMB International), prominent property developers (such as China Overseas Land & Investment, China Vanke, Hysan Development, and Henderson Land Development), and leading private corporations (such as GLP China and Foxconn).

Advised a broad array of clients on standalone bond issuances across diverse structures, currencies, clearing systems, and listing venues. Clients served encompass central SOEs, financial institutions, joint-stock commercial banks, property developers, LGFVs, and private enterprises, including China Railway, China Minmetals, OCT Group, CNNC, CSSC Shipping (Hong Kong), CMB International, Zhongtai Securities, GF Securities, PKU Founder Group, China Huaneng Group, AVIC International, Shanghai Construction Group, Tianjin Rail Transit Group, Zhuhai Dahengqin, Lianyungang Port Group, and China Overseas Grand Oceans.

Advised clients on a variety of liability management transactions, including the tender offer and consent solicitation of Minmetals Land, the tender offer of Jinjiang International, and the consent solicitation of Wuhan Changjiang New Town.
